Personal travel permissions at Alert Level 3

Alert Level boundaries are important to stop the virus spreading. Travel between Alert Level areas is strictly limited.

Restrictions on travel between areas with different Alert Levels

Anyone wanting to travel between areas at different Alert Level areas needs to check whether they are permitted to do so.

A person may go only into an Alert Level 3 area from another Alert Level area, or go out of an Alert Level 3 area into another Alert Level area, if that travel is permitted.

Permitted travel is described in the COVID-19 Public Health Response (Alert Level Requirements) Order (no.4) 2021.

Apply for a personal travel permit

Anyone wanting to travel into or out of an Alert Level 3 for personal reasons needs to check whether they are eligible to travel.

If your reason for travelling isn’t permitted, you may need to apply for an exemption. Before applying you need to consider whether:

  • personal travel across an Alert Level boundary is urgent, non-delayable; or
  • anyone else within the Alert Level can attend the event or perform the activity on your behalf.

A high number of applications may be submitted, so please be patient. The Ministry of Health will respond to you as soon as possible.
